Congress Passes Stopgap Bill, Averting Government Shutdown

Congress spent much of September racing to fund the government before a key deadline. Lawmakers needed new spending legislation, or large parts of the government could have shut down. A shutdown can furlough federal workers and delay services like passport processing and national park visits.

Instead of letting funding lapse, the House passed a short-term measure known as a continuing resolution. This type of bill keeps current funding levels in place for a set period. It gives lawmakers more time to negotiate a full-year budget agreement. The measure was signed into law, and agencies are expected to keep running normally. The new deadline gives negotiators several more weeks to work out their differences.

This was not the first stopgap fix Congress has used in 2026. A brief shutdown earlier in the year showed how quickly disruptions can affect workers and the public. Analysts say repeated short-term measures make it harder for agencies to plan ahead. Programs many families rely on, from student loans to park services, could face delays if talks stall again. Both parties say they hope to reach a longer funding deal before the next deadline arrives.

Federal employee unions have urged Congress to avoid further last-minute funding fights. Economists warn that shutdown threats can also rattle financial markets and consumer confidence. For now, most government offices remain open as usual while budget talks continue.
