U.S. Puts a 50% Tax on Some Canadian Goods

WASHINGTON — Canada is the country just north of us. Lots of things we buy come from there. On Saturday the U.S. began adding a very big tax to some of them. The tax is called a tariff, and it makes those things cost more here.

WASHINGTON — The United States imposed 50% tariffs on more than $20 billion in Canadian goods after midnight Saturday, hours after trade negotiations between the two governments broke down. The measures cover roughly 5% of what Canada ships south, and they sit on top of tariffs already in place on steel, lumber and automobiles. U.S. Trade Representative Jamieson Greer said Canada had declined to finalize a deal under terms both sides agreed to earlier in the week, citing new demands and what he called walk-backs of earlier commitments. Canadian officials have not accepted that description of events. Prime Minister Mark Carney said the two governments made important progress but fell short of what Canada needed, and he pledged to retaliate dollar for dollar. He said support for affected workers and companies would be announced within days. One mechanical point gets lost in the headlines. A tariff is collected from the importer, not from the exporting country. American firms buying Canadian goods pay the 50% at the border and then decide how much of it to pass to their customers. How much of it reaches shelf prices depends on whether those buyers can find substitutes, which is why the composition of the $20 billion matters more than the headline rate does.
